Penelope Hotchkiss is a minor character on Season Two of Scream Queens. She was a patient at C.U.R.E diagnosed with Foreign Accent Syndrome, a rare medical condition characterized by a sudden change in speech patterns that mimic a foreign accent different from that of the patient's native accent.

She is portrayed by Mary Birdsong.

Biography[]

Chanel Pour Homme-Icide[]

After gaining immense publicity following the massacre at C.U.R.E, several new patients check into the hospital, one in particular fascinating Cathy - Penelope Hotchkiss. Penelope is seen in a hospital room getting examined by Zayday, where she expresses that it was not her decision to come to C.U.R.E, but rather the decision of her employers at the United Nations. She starts off with a British accent, but quickly switches to Swedish as she discusses working in the U.N. diplomatic corps as an interpreter for nearly 20 years and how she is the model of perfect health. Chanel is noticeably confused by the accent change and asks Penelope if she is from the UK or Sweden. Penelope clarifies that she is actually from Minnesota, this time in a French accent. She then switches to an Australian accent to explain how she slipped and fell a few weeks prior and ended up with a minor concussion. Cassidy then asks her if she realizes her shift in accents, to which Penelope responds in a Russian accent that she has no idea what he's talking about. Chanel #3 then compliments Penelope's ability to speak in so many different accents without any of them being offensive. Penelope begins speaking in an Indian accent and gets flustered by everyone in the room bringing up her accents, as she does not notice them changing. Cathy then approaches Penelope and explains that they have the resources to be able to cure her, and that they will not stop until they find one.

Later on, Cassidy and Chanel #3 are shown meeting with Penelope to gather further information about her condition. She explains in a Southern accent how she was eating lunch at the U.N. commissary when she slipped on a plantain peel and hit her head on the linoleum floor. Cassidy points out to Penelope that she seems to be totally unaware of how she takes on a different accent every time she speaks. Chanel #3 then clarifies that in the past 10 minutes, Penelope's accents ranged from Texan, Austrian, Norwegian, and Vietnamese to Algerian, Botswanan, Tajik, and something that sounded like Bernie Sanders. Just then, Brock bursts in the door and diagnoses Penelope with Foreign Accent Syndrome, which is usually associated with a stoke or a traumatic brain injury. Penelope then questions Brock in a Scottish accent about the possibility of her having a stroke, to which he responds that she didn't have one, but he does so in a Scottish accent, seemingly having caught it from Penelope. Chanel #3 and Cassidy then adopt an Irish accent, and they come to the realization that the disorder is contagious.

Cassidy and Chanel #3 are then seen doing more research on Foreign Accent Syndrome, when Brock comes in and announces he has a cure. He explains that when Penelope fell and hit her head, it caused swelling in the part of her brain that processes language, so the group goes to Penelope and proposes that she take steroids to reduce the swelling in her brain. Brock then injects Penelope with the steroids and sends her on her way back to the U.N.
